UPDATE: TOBY IS HOME! We love a happy ending. Here’s what we got from his owner:
We found him!!!!
A good Samaritan saw him running on Perras BLVD during the storm and picked him up, gave him a bath and brought him to the local Vet.
We are so happy!

Details: No collar because earlier in the day (Wednesday the 8th) he was brought to the Vet because his back seemed to hurt. Doc said to remove the collar and gave him some pills. Was sitting outside with mom and managed to squeeze through the fence. He was caught outside during the huge storm.
